Overview

The course Development Models, Strategy, Action Plans and Projects presents a vision for a better future for the planet and people—through the advancement of a sustainable and regenerative blue economy—by offering pragmatic tools and methodologies to help make this vision a reality.

It is essential to anticipate the near future by characterizing activities and technologies with disruptive potential: digitalization; decarbonization; additive manufacturing; cellular agriculture; hydrogen economy; biotechnology and algae; autonomous aquatic vehicles; space and cyberspace; artificial intelligence and data science; and education and research.

The course explores development models that include identifying key drivers, applying benchmarking practices, and using methodologies to develop strategies and action plans—including the use of territory, law, and economy matrices.

  • Characterize technologies and activities with disruptive potential in traditional blue economy sectors;

  • Identify global offerings in ocean literacy, training, education, and research in the sustainable and regenerative blue economy;

  • Apply benchmarking and analysis of statistical sources to identify global leaders, best practices, and trends;

  • Use the territory-law-economy matrix as a strategic tool to support the development of strategies and action plans.

Álvaro Sardinha

Founder and CEO of the Blue Economy Centre of Competence (C2EA)

 Álvaro Sardinha is an international consultant and trainer, specialist in blue economy and sustainable and regenerative development, founder and CEO of the Blue Economy Centre of Competence (C2EA).

Master in Law and Economy of the Sea: Governance of the Sea, with merit, from the Faculty of Law of NOVA Lisbon University (FD-UNL). Completed a postgraduate degree in Digital Strategic Communication at the University of Lisbon (UL). Completed a postgraduate degree in Sustainable Strategies for Tourism and Hospitality at the Faculty of Science and Technology of NOVA Lisbon University (NOVA FCT). He holds a bachelor’s degree in maritime engineering (ENIDH).

His recent work includes the authorship of the INOVSEA Action Plan (Innovation and Competitiveness in the Maritime Economy of Alto Minho and Baixo Mondego Coastal Regions); the authorship of the Strategy for Innovation and Training in Ocean Energy and Technologies; and collaboration in projects developed in Angola, Brazil and East Timor.

He has extensive professional and entrepreneurial experience, being the founder and coordinator of blue economy development events – the Blue Careers Job Fair; and the FINA Blue Business and Innovation Fair.
